Westfall VillageA neo-traditional village concept for the Town of Sand Lake, Rensselaer County Westfall Village Project Overview:
The Westfall Village project by Rensselaer County builder Edward Patanian will bring a unique dimension of development to Rensselaer County, featuring a mixed use of commercial and residential properties along with recreational areas and green space on a picturesque 92 acre parcel located just minutes away from the cities of Troy and Albany and the emerging upstate technology centers. Located in the Town of Sand Lake and acquired by Patanian in 1994, Westfall Village will be the first and only neo-traditional neighborhood development in the region, and can offer a high quality of life in a relaxed setting for workers in Tech Valley. Westfall Village will give the area an edge in the highly competitive effort to attract the best and the brightest to our region to lead the technological revolution. The outstanding features and quality of life afforded by Westfall Village will be a tool for area economic development efforts, as the development can serve as a marketing asset to attract qualified and talented workers to technology ventures in the region. The workers at the RPI Technology Park and the upcoming Luther Forest project, along with leaders in other fields of business, education and government, will be among those calling Westfall Village home. A Traditional Neighborhood Development: The final design of the unique Westfall Village neo-traditional neighborhood development includes 100,000 square feet of commercial space, 18 single-family homes, 24 twin homes, 32 condos and 30 apartments. Residents and visitors of Westfall Village will be able to rely on a safe and efficient communal water supply and public sewer system. Sidewalks and more than one mile of walking trails will connect areas of Westfall Village with the contiguous athletic fields of Averill Park High School. The site will be able to host other activities, including community concerts, outdoor activities and other hometown gatherings. History of Westfall Village Development and Approvals: In recognition of the special qualities and benefits of the project, the Westfall Village parcel was zoned as a Planned Development District (PDD) in 2003, following a comprehensive review of the project and all accompanying issues. The project was judged to be compliant with the State Environmental Quality Review Act (SEQRA) and can be considered shovel-ready. The design of the project is complete with 80 percent of the infrastructure now in place. Infrastructure including the water distribution system and public sewer system has been completed, with work set to begin on installation of a treatment building, booster station and water tank. The Town of Sand Lake and Rensselaer County Health Department have previously issued final approval for the infrastructure. The project is awaiting final approval from the New York State Department of Health for the water system and from the New York State Department of Transportation for highway improvements, comprising of a merge lane on State Route 43. It is hoped that construction of twin town homes will begin in 2010, with a project ten-year build out for all phases. The estimated completed value of the Westfall Village project will be $40 million. Center for the Community: The Westfall Village project will fulfill builder Edward Patanian’s vision for his hometown of Sand Lake. Westfall Village will provide a new center of the community, with attractive stores and stylish homes, walking trails connecting to the town’s high school and different events and activities hosted at the site that will give Westfall Village a unique hometown feel. Westfall Village will be an address of choice for the up and coming professionals at the Tech Park or Luther Forest, and many others established in their careers and the community.
